A global ecommerce leader operating across a highly complex and decentralised business environment needed a more consistent way to manage its contingent workforce across Europe. With more than 300 internal entities, frequent acquisitions and regionally varied hiring practices, the organisation needed a more consistent way to manage contingent labour without slowing business momentum.

Fragmented processes, limited visibility and increased compliance risk had made it harder to operate confidently across local labour markets. To bring greater structure to its extended workforce operations, the company enlisted Allegis Global Solutions to launch a managed service provider (MSP) model. Since go-live, AGS Managed Services (AGS) has overseen end-to-end requisition operations in the UK, including contracting and invoicing, while supporting broader regional expansion through technology enablement, process expertise and operational execution.

The programme was designed as a dual MSP model, with AGS working alongside another provider responsible for supplier relationships and global reporting. That structure added complexity, but it also created an opportunity to show how strong governance, transparent collaboration and disciplined delivery could bring greater consistency to a decentralised workforce environment.

As the programme expanded into France, Germany, Italy, Spain and the Czech Republic, alongside Ireland, Poland and Slovakia, which were managed by the other provider in the dual model, AGS helped the client consolidate processes, reduce misclassification risk, improve compliance with local labour laws and strengthen data visibility across countries. The team brought a people-led, operationally rigorous approach focused on practical problem-solving across markets.

Taking Action: Strengthening Delivery Through a Dual MSP Model

AGS supported the client by managing requisitions end to end in the UK while helping establish a more consistent operating model across Europe. The team focused on professional, technology, creative and marketing roles that make up much of the programme scope, while staying aligned to the client’s internal approach for warehouse and other high-volume operational staffing.

Keeping the dual MSP model moving required close, daily collaboration. AGS worked with the client and its supplier-management partner to align on reporting, supplier strategy, programme responsibilities and process expectations. Over time, a complex partnership between two providers evolved into a more effective operating rhythm built on shared accountability and a clear focus on the client’s priorities.

Technology enablement also played a critical role. AGS supported global VMS enablement through Beeline, advanced automation opportunities and introduced new functionality for consideration, including enhancements such as real-time market rate visibility and profile matching. Although the partner owned reporting and analytics, AGS helped connect the right systems, processes and stakeholders to improve programme visibility and operational consistency.

The team also took a proactive approach to future workforce demand. When the client shared plans for new data centre activity in Spain, AGS engaged early to prepare for a potential ramp-up of up to 250 engineers by the end of the following year. Rather than waiting for requisitions to arrive, the team helped position the programme to respond more quickly to emerging business needs.

Delivering Impact: From Marketplace Complexity to Measurable Control

Today, the MSP programme is helping the global ecommerce leader bring more contingent workforce activity under management, giving the organisation greater visibility, compliance and consistency across a highly distributed organisation. In the UK alone, AGS supports an average of 382 active assignments, with total European programme spend reaching approximately $29.8 million year to date.

The programme is also delivering a strong stakeholder experience. Hiring manager satisfaction scores are approximately 4.2 out of 5 globally, and the UK programme has achieved a current Best-in-Class Voice of the Customer score of 86 out of 100. Together, these results point to a delivery model grounded in operational excellence, responsive service and clear ownership.

Beyond current performance, the engagement has created a stronger foundation for growth. By centralising processes, improving data access and helping reduce risk across multiple countries, AGS has given the client a clearer path to manage contingent workforce activity at scale. Early AI and automation work, including plans for dedicated automation support, is expected to further strengthen efficiency as the programme matures.

The success of the dual MSP model is also informing similar approaches with other clients in the region. Through disciplined governance, strong collaboration and a focus on execution, AGS has shown that even complex workforce models can be adapted, aligned and scaled when the right people, processes and technology work together.
